Low emissions compared to what though? My big block has low emissions compared to a semi.

It’s a low emissions car compared to an 850CSi, for example.
I’m pretty sure it works that way.

A Best Buy near me used to have a “Parking for Fuel Efficient Vehicles Only” sign. I parked there regardless of what I was driving - my car converts fuel into energy at some level of efficiency, not my fault they didn’t specify how much.

There’s actually a list here of what’s allowed to park at those - it’s every vehicle that the California Air Resources Board classifies as a zero emissions vehicle, and every vehicle with a score of 40 on the American Council for an Energy Efficient Economy annual ratings .
And there is an enforcement mechanism - they can say that you’re trespassing and ask you to leave.

I used to park my 96 suburban in the “Fuel Efficient Vehicle Only” parking spaces on campus. They never defined fuel efficient, and there was no state statue they could issue a citation under anyway at the time. Compared to the 01 GMC 3500 4x4 dually (with an 8.1L gas motor) that it replaced, I thought the suburban counted as fuel efficient. It got double the fuel mileage of the truck it replaced.

Today I parked in the Pep Boys parking lot and went to Chipotle for lunch. It had a big red sign that said “PARKING FOR PEP BOYS CUSTOMERS OnLY.”
I didn’t even go inside the Pep Boys.
